Self-exclusion and account limits in Estonia
Controls come in two families, and confusing them is the expensive mistake. On one side are operator settings, which bind the operator that offers them. On the other is a state register, which binds the entire Estonian licensed market. Both are useful; they solve different problems, and knowing which is which matters before choosing either.
Operator-level settings
A deposit limit breaks the chain at the earliest point — money never reaches the account. That makes it stronger than a stake limit, because it does not depend on what happens once funds are inside.
A time limit caps session length and is frequently the control actually needed. Money disappears unnoticed when time disappears unnoticed.
A break suspends access temporarily without a permanent decision. It also functions as a test: if the same pattern resumes the moment it ends, the question about the next step has answered itself.
Closing the account ends the relationship with that operator, and no justification is required. Its limit is precisely that every other platform stays open.
HAMPI: the state register
HAMPI records a person's gambling restriction at national level. An entry closes access across every operator licensed in Estonia simultaneously, which is the exact gap that operator tools leave open: the restriction survives the decision to try somewhere else, and it does not rest on any company's willingness to honour it.
It works because identity in a licensed environment runs on state tools — ID-kaart, Mobiil-ID, Smart-ID — so a person is unambiguously identifiable. That also defines its boundary. The register reaches licensed operators; a platform missing from the Tax and Customs Board list falls outside the mechanism. Anyone who wants a restriction that genuinely holds plays only where the permit is checkable, an argument developed on the home page and the mirror page.
Reach compared
| Step | Applies at | Reversibility |
|---|---|---|
| Deposit or time limit | One operator | Loosening takes effect after a delay |
| Break | One operator | Ends when the period expires |
| Account closure | One operator | Reopening is not automatic |
| HAMPI entry | All Estonian-licensed operators | Not a same-day decision |
What happens to the balance
A restriction concerns play, not money. A withdrawal follows the ordinary route and the usual conditions still apply: the destination must belong to the account holder and verification must be complete. The practical advice is therefore dull — finish verification before imposing a restriction, so you never end up with funds in an account that has become harder to interact with. The method-by-method return trip is on the withdrawal page.
An active bonus and a new restriction
If wagering is still running, imposing a restriction normally ends any possibility of completing it and the bonus-derived balance goes with it. That is mechanics rather than penalty: a bonus is a commitment to keep playing and a restriction is a decision not to. Of the two, the second is the one that matters. How the requirement is calculated in the first place is on the wagering page.
Where to start
If there is doubt but no decision, it starts with one time limit and one deposit cap. If those have already been reversed once, the next row in the table is the answer. The signals worth watching and the reasoning behind the ordering are on the responsible gambling page. For a specific case with the operator, the address is support, with the escalation route on the complaints page.
