HAMPI and why it is a different category
HAMPI is the national register of gambling restrictions. The difference from a casino's own settings is structural: a casino setting binds that casino, while a HAMPI entry binds the whole Estonian licensed market at once. Its strength sits exactly where operator tools are weakest — the restriction does not evaporate when an account is opened somewhere else, and it does not depend on any operator's goodwill.
Which is where the licence becomes personal rather than administrative. The register reaches licensed operators. A platform absent from the Tax and Customs Board list falls outside the mechanism entirely, and that is one of the strongest practical arguments for playing only where a permit is checkable. A limit only works set in advance
A deposit cap set before the first stake is an ordinary setting. The same cap set mid-session is already a consequence. The system is built around that asymmetry: tightening applies immediately, loosening applies after a delay. The delay is not friction for its own sake — it moves the decision out of the moment when continuing feels necessary.
Time limits work differently from money limits and are often the more important of the two. The steady rhythm of a live table and the seconds-long round of a slot erase the clock in different ways, but both erase it.
Signs worth noticing
- A deposit is made to win something back rather than to play.
- You remember the amount precisely but not the session length, or the reverse.
- Play is described to people close to you less often, or less accurately, than before.
- Money intended for something else moves to the account „temporarily“.
- A limit keeps being postponed on the grounds that now is the wrong moment.
